Reforming institutions and procedures may be difficult, but not nearly so difficult as reforming the people. Of course, the two models of a ‘culture of corruption’ and ‘victims of circumstances’ are ideal-types. The real world no doubt consists of a bit of both. Or,moregenerally,a ‘cultureofcorruption’model for ‘them’anda‘victims of circumstances’ model for ‘us’. But the distinction between the two ideal models is important nonetheless. It is also why we paidso much attention to personal experienceof extortion by officials and to officials’ reports about the frequency of tempting offers from theirclients-both of which may affect behaviour despite contrary values and norms.

22 A Cultureof Corruption? Because these four models have such different implications for the possibility of reform, we pay attention to the impact of current conditions, the communist legacy, and longer-run culture on the interactions between citizens and officials. That is why we look for evidence of significant generational effects. It is also why we distinguish between will and circumstance, that is to say between personal motivation and submission to circumstance. The aimis to decide whether, in termsof their relationships with officials, the citizens of post-communist Europe are likely to be lifelong prisonersof their communist past; whether theyare making progress towards a better future; or whether they are prisoners of a post-communist present, but with perhaps some hope of eventual release.
